1.) Systems Project Manager – Ukraine Refugee Crisis Response

Location: Unspecified

Technical Expertise, Skills, and Knowledge
Essential:

  • Qualified accountant or part-qualified accountant.
  • Exceptional stakeholder management skills, including sufficient political credibility to work across all layers in the organisation, including senior leadership
  • Extensive experience in Finance (accounting, reporting, grants finance, financial planning and analysis) in an INGO at the Field and Country Office level.
  • Demonstrable understanding of the humanitarian sector and ways of working.

2.) Legal Counsel – Ukraine Refugee Crisis Response

Technical Expertise, Skills, and Knowledge
Knowledge:

  • Qualified as a lawyer in the UK and/or the US. Specific experience with Poland, Romania and Moldova is advantageous.

4.) Consultant to Conduct Endline Evaluation: GAC-IHA Protection and SRHR Response in Conflict-affected Borno State in North East Nigeria

Location: Borno

Qualifications and Experience
Plan International is looking for experienced consultants with experience in carrying out similar work in Borno state, or a similar regional context, and should have the following qualifications:

  • At minimum 5 years of experience in collecting data and producing quality mixed-methods evaluation reports, including at least 3 recent assignments in child protection or GBV in emergencies
  • The lead consultant should have at a minimum a master’s degree in a related field such as social science, gender studies or development studies
  • Demonstrated experience in qualitative and quantitative analysis
  • Experience and knowledge in carrying out similar studies, reviews and/or research, particularly outcome analysis using social science theory and methods.
  • Familiarity with humanitarian response and knowledgeable of the context in Borno state
  • Understanding of conflict-sensitive analyses and programming.
  • Experience in Gender-sensitive/inclusive and human rights-based approaches, including designing methodologies and studies that appropriately reflect these approaches
  • Demonstrated experience in participatory methods, particularly in collecting data and working with refugees and vulnerable people, including tested ways of engaging with refugees and vulnerable people for the purposes of data collection.
  • Excellent writing and communication skills in English and relevant local languages
  • Ability to work within set deadlines, and to write clear, concise reports in English.

Proposal Evaluation Criteria

  • A proposal detailing the technical and financial aspects for the endline study (with the consultant’s understanding of the assignment, a clear reporting format, the consultant’s up-to-date CVs, and detailed study cost) should be submitted.

All proposals must include the following Details:

  • Proposed methodology and justification
  • How the consultant will ensure quality at all steps of the process
  • How will the analysis of each type of data be completed
  • Implementation plan
  • Specifically, considerations for child and young people safeguarding and gender throughout the study, demonstrating what approaches will be used to ensure that child protection, safeguarding and gender considerations will be applied throughout the design and the data collection phases of the study
  • Demonstration of how the consultant (and their team) meet the qualification and experience required, as detailed above

The Technical Proposal will be evaluated based on the Quality Cost-Based Selection (QCBS) criteria:

  • The individual’s general reliability, as well as experience and capacity in carrying out the assignment (30%).
  • The approach in responding to the TOR and detailed work plan (45%).
  • The qualifications and competencies of the proposed personnel for the assignment (25%).

Proposals obtaining more than 70% of the technical points will be considered technically suitable and qualify for a financial assessment.

5.) Sexual and Reproductive Health Rights Specialist, Poland – Ukraine Refugee Crisis Response

Essential:

  • Demonstrable experience and expert knowledge of key practices and standards for SPHERE and Core Humanitarian Standards (CHS).
  • Strong understanding of safeguarding and prevention of sexual assault and exploitation (PSEA)
